The parties recognized the importance of ensuring that employees could be used reactively to support government priorities. The parties to the agreement committed to implementing changes in the operation and provision of services by the Victorian government by adopting the principles of “labour mobility.” The principles recognize that the services required by the community of a modern public service are not static; they change all the time. Workers receive a mobility bonus, which must be paid as an annual package, in recognition of their continued commitment to these new ways of working.
